Minnesota refunds contributions made by individuals eligible to vote in Minnesota, to a recognized political party or to a qualified candidate for governor, lieutenant governor, attorney general, secretary of state, state auditor, state senator, or state representative, up to a maximum of $75 per calendar year for an individual or $150 per calendar year for a married couple filing jointly. To receive a refund, the contributor must obtain a political contribution refund (PCR) receipt from the qualified candidate or party unit and submit it to the Department of Revenue along with a political contribution refund application form. A candidate is qualified to issue a PCR receipt if the candidate has signed and filed an public subsidy agreement during the election cycle, prior to the contribution being received. A candidate is not required to reach the threshold needed to file an affidavit of contributions prior to issuing PCR receipts. Judicial candidates and candidates for local and federal offices are not eligible to participate in the political contribution refund program.
